The agricultural activities in the Palestinian territories are
considered as one of the important productive ones, where the
agricultural sector plays a major role in the national economy. The
agricultural exports contribute by important share in the external
commerce and ensuring of foreign currencies. The agricultural
sector also assure the supply of many primary materials needed
for the various economic sectors. It is also considered as one of the
main sectors in provision of job opportunities where about 16.1%
of the Palestinian labor force are working in agriculture.
Under the prevailing conditions of wide spread unemployment
and poverty in the Palestinian territories, the agricultural sector
becomes even more important. It is also well known that agriculture always represents a major pillar of rural
development and in ensuring food security. Therefore, we consider this sub-program as the most important subprogram
in PARC.
PARC is working mainly in the rural areas which
are marginalized and the deployed efforts are far
from being coordinated in a manner that will lead
to real integrated rural development.
Under this goal PARC is looking to achieve the
following results:

1.1 Improving Access to Natural Resources (Land and Water) and protecting them.
1.2 Improving Performance of Practitioners in Agricultural Sector and Level of Technical and Developmental
Extension.
1.3 Improving the Quality of Local Agricultural Produce and Enhancing its Marketing Opportunities.
1.4 Enhancing Social Solidarity and Poor Families Support in Emergency Situations.
1.1 Improving Access to Natural Resources
(Land and Water) and protecting them.
To achieve this result, the following areas will be
addressed:
- Increase water available for agriculture sector,
- Protect water resource from over pumping,
- Improve infrastructure of water facilities,
- Protect water resource from pollution,
- Improve quality of extension services,
- Improve management capacities of existing institutions,
- Develop marginalized land and increase its productivity,
- Enhance supporting programs for irrigated area,
- Improve access to agricultural land and markets,
- Develop management capacities & technical skills of farmers,
1.2 Improving Performance of Practitioners in Agricultural Sector and Level of Technical and Developmental
Extension.
To achieve this result, the following areas will be addressed:
- Training of newly graduated agronomist,
- Rehabilitation of training centers,
- Awareness activities for all practitioners (Farmers, Agronomist) including: training activities, exchange visits,
publication, demonstrations
- Higher education and scientific research on agriculture,
- Applied research,
1.3 Improving the Quality of Local Agricultural Produce and Enhancing its Marketing Opportunities.
To achieve this result, the following areas will be addressed:
- Production process and modern technology of inputs,
- Capacities of local centers for quality control and certification,
- Development of infrastructure for marketing,
- Quality of the extension services and experience exchange programs,
- Lobby and advocate reducing closure,
- Lobby & advocacy for protecting national product organized,
- Coordination among marketing companies,
- Improving capacities of local staff in marketing,
- Increasing of private sector investment in agriculture,
1.4 Enhancing Social Solidarity and Poor Families Support in Emergency Situations.
To achieve this result, the following areas will be addressed:
- Distribution of food baskets in emergency conditions,
- Distribution of water facilities,
- Creating of job opportunities in rural areas,
- Promotion of transparency in social solidarity programs,
- Coordination among working NGOs and related ministries,
- Lobbying and advocacy in emergency conditions,
