1. Participation and Promotion of Ownership

PARC’s programs are based on the participatory approach where great numbers of stakeholders are involved. Among these the following can be mentioned:

    a. Beneficiary groups: The potential beneficiary groups in great number of villages and small towns in the West Bank and Gaza participated actively in setting their priorities. This has been achieved through number of techniques which have included:
    b. Preparation of the villages profiles that included community assets, vulnerability factors and problems needs as well as potentials for development.
    c. Focus groups representing the various active stakeholders in great number of villages and towns,
    d. The information that were gathered during the several evaluations of the implemented projects in the last two years.
    e. The interviews that were held with the resource persons in these locations or with active members of the various CBOs (cooperatives, women and youth centers).

The local ownership of the action outcomes is ensured through the following:


    • The participation of the local communities in the need assessment that led to the design of the action,
    • Involvement of the local communities through their representative committees in the implementation of the project,
    • The various activities of the planned action are designed with community contribution.

All the above three points help in the strengthening of the ownership feelings of the beneficiaries for the action outcomes. Being so, the feeling of ownership for the action’s outcomes at the local partner level is practically very high and will ensure the sustainability.

2. Policy Support

The present program is in full harmony and interacts in many places with the national plans. This includes the Palestinian Reform and Development Plan (PRDP) and the strategic plan of the MOA. It is also designed to contribute in the achievement of the four main specific goals of PARC. These together ensure the sustainability of benefit and services that will be provided by the end of the program.

3. Appropriate Technology

In this program, PARC builds on the experience that it has gained and accumulated during more than two decades of work in the field. It will continue the process of technology domestication of the techniques that that have gained and which are suitable for the level of development of the country and can be run easily by the local community without any significant dependence on the exterior and without exacerbate expenses.
The training and capacity building that is provided in the cadre of this program ensures the successful utilization of these technologies.

4. Environmental Protection

Many of the planned activities in the program aim to protect the natural resources; land or water. And the activities with the farmers that the program encourages focus on decreasing the excessive use of fertilizers and insecticides (environmental friendly practices), and encourage the values of voluntarism and social participation in order to protect the environment and develop it which will be reinforced through the different awareness activities.

5. Social and Cultural Aspects

The program takes the social and cultural criteria into consideration in all its activities. such as strengthening social solidarity , strengthening the values of voluntarism and teamwork, equity in access to resources and its management for the benefit of the different groups: women, youth and farmers.(volunteer work program, saving and credit, collective purchasing..). The work that will be started in favor of the promotion of good governance and democracy in the society are all a factors of sustainability in the program because they will provide the positive environment that will encourage the enhancement and promotion of the values of social solidarity and voluntarisms.

6. Gender Equality

The proposed program was a reflection to the contribution of both sexes in the different stages of its preparation (needs assessment, choosing the activities and planning for it). It reflects the interests of these groups. In addition the implementation of the proposed activities in this program will contribute to a large extent in narrowing the gender gap and inequity in the access to resources in the targeted rural areas. During the implementation many measures will be included to ensure more active involvement of women which will contribute to their empowerment in their communities.
